The East Bay has something most metros do not: a regional park district with genuinely good off-leash land, and a $350 professional permit that gates it. Point Isabel is the busiest off-leash area in the region and it is East Bay Regional Park District ground, so working there is a licensing question before it is a marketing one. Most casual walkers do not hold the permit. That is either a barrier or an advantage, depending on whether you have it.
